broadband bigger than dial up

The UK has lagged in broadband roll-out so far, but it has been officially announced by BT that the number of broadband users have overtaken dial-up users.

As this progress continues, I wonder if it possible to prevail on BT (this current largest direct provider) to increase their standard upload rates from 256KBps...
